Iranian government officials and international trade sources say Tehran wants to simplify complex trade finance arrangements potentially worth billions of dollars, which would alleviate pressure on the country's sanctioned banking system…Iranian government officials said the document, which has been sent to Iran's Supreme National Security Council, tasked with safeguarding Tehran's interests, listed the following banks as ‘available for further actions’: Standard Chartered Bank (London), Societe Generale (Paris), Banque de Commerce et de Placements (BCP) (Geneva), UniCredit Bank (Munich), Commerzbank (Frankfurt), United Bank (Zurich) and BHF Bank (Frankfurt). It was not clear whether these banks had been approached to provide finance. Two business executives familiar with the initiative said they were aware that Standard Chartered, Societe Generale, Commerzbank were among those on the wish list. Commerzbank, Societe Generale, United Bank and BCP all declined to comment. A spokeswoman for Standard Chartered said the bank was not involved and would not get involved in any transaction with any party from Iran. In 2005, the German government worked to stop the delivery of a special-purpose $785,000 Liebherr crane to Mizan Machine, a blacklisted Iranian shell company affiliated with Iran’s ballistic missile program. It was suspected the crane would be used to support the regime’s missile program. On June 29, 2011, UANI "applauded Layher for ending its business in Iran." In June, "Layher, a German construction group, contacted UANI in response to a notice it received from California's Department of General Services. As the Financial Times reported, "California has been notifying state contractors which have reportedly done business in Iran that they potentially will be barred from state government contracts under the terms of California's 2010 Iran Contracting Act legislation."

Layher then "entered into discussions with UANI and agreed to sign UANI's Iran Business Declaration certifying that it has ended all business in Iran and will forego any future business there. UANI will now list Layher as withdrawn on the Iran Business Registry (IBR), which California has been using to vet state contractors." (UANI Press Release. "Germany's Germanischer Lloyd (GL) has stopped verifying safety and"Germany's Germanischer Lloyd (GL) has stopped verifying safety and environmental standards for Iran's biggest shipping companies, a letter from the company showed, the last big European classification society to pull back as sanctions heat up. Without verification from such bodies, ships are unable to call at international ports. The move follows similar decisions in recent weeks by British classification society Lloyd's Register, France's Bureau Veritas and Norway's Det Norske Veritas to halt operations in Iran as Western powers pile pressure on the Islamic Republic over its disputed nuclear programme, putting companies that still trade with Iran in the firing line. In a letter sent to U.S. pressure group United Against Nuclear Iran (UANI) dated June 15 and seen by Reuters, GL said it had stopped offering services to the Islamic Republic of Iran Shipping Lines (IRISL) and the National Iranian Tanker Company (NITC). 'It is of the utmost importance that we maintain our good reputation,' GL said in the letter. 'Therefore, we have pursued the decision to cease rendering services to the Iranian companies mentioned... 'UANI, which includes former U.S. ambassadors on its board and is funded by private donations, had said GL's cover for IRISL was in violation of EU sanctions. UANI, which seeks to prevent Iran getting nuclear weapons, had also pressured Bureau Veritas before the French firm stopped its Iran cover... Mark Wallace, UANI's chief executive and a former U.S. ambassador, welcomed GL's decision. 'The shipping industry is now set to help deny the Iranian regime critical access to global trade and seaborne crude oil exports,' Wallace said in a statement. 'GL is absolutely correct in stating that working with the Iranian regime is badly damaging to a corporation's good name and reputation,' he added." More serious are DQS's ties to Amin Industrial Complex, an Iranian company and "leading manufacturer of cooler and air conditioner in Iran" (Amin Website). Amin Industrial Complex was singled out in the UN's report on "Individuals and Entities Involved in Nuclear or Ballistic Missile Activities," where Amin Industrial Complex was described as having "sought temperature controllers which may be used in nuclear research and operational/production facilities." Furthermore, the company "is owned or controlled by, or acts on behalf of, the [Iranian] Defense Industries Organization" (UN Report). 

Amin Industrial Complex prominently displays a scanned quality certification certificate from DQS (Amin Website), revealing that DQS has guaranteed the efficient operation of a company that is involved in procuring technology for the Iranian nuclear program. Amin Industrial Complex is openly listed on DQS's Customer Database (Company Website).

DQS has withdrawn certificates for the three Iranian OFAC-listed entities – Bank Ansar, A
yandeh Bank, and Bank Mellat – cited in UANI’s letter of January 23, 2019. You have also
confirmed that DQS has “cut all existing ties with any OFAC-designated entities subject to
secondary sanctions and as of today there are no valid DQS certificates for such
companies/entities…” DQS has also taken the additional step to ensure “no future business will
be initiated with such companies.” Accordingly and as requested, UANI has updated its Iran
Business Registry to reflect these actions. (March 18, 2019)
