Mohammad Khazrai Shaneivar, an Iranian national and owner of Sensor Co., orchestrated a scheme to illegally procure and export U.S.-origin industrial goods to Iran by establishing IC Link Industries Ltd. in Canada. The company’s sole purpose was to deceive U.S. suppliers and facilitate the transfer of restricted goods to Iranian government-controlled entities, including the National Iranian Oil Company (NIOC). Working with Parisa Mohamadi in the UAE and Arezoo Hashemnejad Alamdari in Iran, Shaneivar directed shipments through intermediaries to evade U.S. export controls.

On October 1, 2020, Shaneivar was sentenced to a $100,000 criminal fine and the forfeiture of three commercial properties valued at over $2 million. On October 1, 2020, IC Link was sentenced to a $200,000 criminal fine and a $400 special assessment. Additionally, on March 6, 2023, the Bureau of Industry and Security (BIS) issued a post-conviction denial order against him, prohibiting his involvement in export-related activities for 10 years.
