Jason Brodsky of United Against Nuclear Iran argued that while Iran is theoretically capable of rehabilitating the program, sanctions and a lack of resources will make it very difficult for it. He warned against continuing to sell oil to China, which is an economic oxygen pipeline to Tehran — China buys about 90% of Iran's oil and accounts for about 14% of its energy mix. According to him, the possibility that the West will reactivate the Security Council sanctions mechanism in October, including the renewal of the embargo on weapons and missiles, could make it significantly more difficult for Iran to rehabilitate its capabilities.
