"Foreign firms dealing with Iran's oil and gas sector admit that severe Western sanctions are taking their toll on business, despite Tehran talking up its ambitions at the opening of an international industry exhibition this week. The International Oil, Gas, Refining and Petrochemical Exhibition, held in northern Tehran, was three-quarters filled by Iranian companies working at every level of the industry, from the biggest to ones involved in peripheral activities such as instruments, quality inspections and oil barrel manufacturing. There were 315 foreign stands, down from the 496 present at last year's trade show. Some of the biggest foreign companies that had been major partners in the industry, such as the Anglo-Dutch group Shell and Italy's ENI, were not present. Others, such as the China Petroleum Technology and Development Corporation, the French-Iranian joint venture Beh Total and Norway's Statoil, did have stands -- but representatives there told AFP they had been instructed by their bosses to give no comments at all to journalists...Seung-Hwan Jung, an export manager for Kiswel, a South Korean welding parts firm partnered for years with an Iranian company, was one of the few foreigners to speak on the record. His company's dealings with the country were "good" but were hobbled by the "political problems," he said. Stepping in to fill a vacuum left by departing German companies, Kiswel has doubled its Iran earnings projection to $1.5 million compared to last year, he said. 'We want to be number one in the market, up from maybe 3rd of 4th last year," he said. He added: "Iran can't do everything by itself. It needs reserves from other countries.'" "Petronas' South African unit Engen said on Wednesday it had halted all imports of crude from Iran after deciding the sanctions placed on the Middle Eastern country were a risk to its security of supply. 'We have been working on diverting our supply since identifying Iran as a risk,' said Engen spokeswoman Tania Landsberg. Engen, the biggest South African buyer of Iranian crude, is majority-owned by Malaysian national oil company Petronas. While Landsberg would not comment on when Engen stopped imports, a Petronas source told Reuters last month Engen had stopped buying Iranian oil from March." "Russian state-owned oil company Zarubezhneft is willing to develop a major oilfield in western Iran which is projected to come online with $2.2 billion of investment, a news agency says.  Zarubezhneft Chief Executive Nikolay Brunich has announced his company's readiness to participate and invest in the development of Changuleh field in Ilam, Mehr said on Monday. He traveled to the city during a recent visit by Russian Energy Minister Alexander Novak to Iran and signed a letter of intent with the governor of Ilam, besides discussing construction of an oil refinery. After visiting Tehran, Novak said Zarubezhneft would take up several projects worth a total of $6 billion in Iran's oil industry. "Russian oil producer Zarubezhneft OAO (ZRNFT) has 'no result yet' from talks with Iran on joint oil projects, the company said. 'Iran is interesting for our company as a country with one of the biggest hydrocarbon resources, but we need an approval from the government to continue,' Zarubezhneft Deputy Chief Executive Officer Artyom Garibyan told reporters in St. Petersburg, Russia today. "Russian state-owned oil group Zarubezhneft met with Iranian officials on Thursday to discuss upstream oil projects in Iran amid international sanctions against Tehran, which Moscow has called 'counterproductive', a company source said. A Zarubezhneft spokeswoman confirmed the meeting with Iranian officials but declined to elaborate. A source at the Russian Energy Ministry also said that an Iranian delegation was expected this week... The source said the head of the Iranian National Oil Co. Ahmad Ghalebani met Zarubezhneft officials in Moscow on Thursday. 'Particular projects were not discussed,' the source said, adding the meeting was more of a 'Zarubezhneft presentation to Iranians.' The source also reiterated Zarubezhneft's desire to work in Iran 'providing security guarantees and Russian government approval.' Zarubezhneft, created during the Soviet period, represents Russian state interests in overseas oil projects. Its biggest project to date is in Vietnam, where it has run the Vietsovpetro joint venture with state firm Petrovietnam since 1981." "European trader Vitol and China's Tianbao have both chartered tankers to lift fuel oil from Iran, the first such fixtures seen in nearly a month, traders and shipbrokers said Tuesday.  Vitol has chartered Olympic Spirit II to lift 80,000 metric tons of fuel oil from Bandar Mahshahr on March 27, while Tianbao has chartered Alberta to take 80,000 tons of fuel oil from Bandar Mahshahr April 10, in what is the first fixture for April loading reported by shipbrokers, they said.  Tianbao is a unit of Chinese state-run trader Zhuhai Zhenrong, which was placed under sanctions by the U.S. in January for allegedly selling gasoline to Tehran."
