“Islamabad Framework” for Upcoming Talks with the Islamic Republic of Iran

(New York, NY)—United Against Nuclear Iran (UANI) today outlined an “Islamabad Framework” setting out the essential components of a diplomatic resolution for the upcoming negotiations in Pakistan between the U.S. and the Islamic Republic of Iran.

The framework complements the emerging “Trump Doctrine” which mandates that either the Iranian regime verifiably dismantles its nuclear program, imposes limits on its missile and drone programs, and ends its support for terrorism—or America and Israel will do so. Tactically, President Trump operationalizes a negotiation style that pairs diplomacy with consequences should it fail.

In a new policy brief, The Islamabad Framework: The Essential Components of a Diplomatic Resolution with Iran, UANI recalls the experience of nearly five decades of negotiations with Iran and offers eleven elements for a diplomatic resolution including:


Tight deadlines to reach an agreement: Clear, enforceable timelines to prevent Iran from stalling negotiations.

Zero uranium enrichment: A complete and permanent end to all uranium enrichment on Iranian soil.

No sunset clauses: Permanent restrictions that do not expire over time.

Limits on Iran’s missile and drone programs: Caps on the numbers and ranges of Iran’s missiles and drones, and limits on their proliferation.

End support for terrorism: Abolishing the Islamic Revolutionary Guard Corps (IRGC) Quds Force and a full halt to Iran’s backing of proxy militias and terrorist groups.

End transnational repression: End cyber, assassination, and kidnapping plots against U.S. nationals, Iranian dissidents, and others.
