Previously, the Bella 1 and its then-owners—Louis Marine Shipholding Enterprises, S.A.—had been sanctioned by the Department of Treasury in 2024, “for having materially assisted, sponsored, or provided financial, material, or technological support for, or goods or services to or in support of,” Iran’s Islamic Revolutionary Guard Corps, and specifically its Quds Force. Jason Brodsky, a Middle East expert and policy director for United Against Nuclear Iran, has pointed out that the Quds Force’s Unit 840 “has been historically active in Venezuela.”
