Description

"Hossein Nejat, an IRGC commander and close associate of Iran’s Supreme Leader, is head of Sarallah, the IRGC’s security apparatus based in Tehran that is tasked with quelling anti-government protests. Nejat is being designated pursuant to E.O. 13553 for having acted or purported to act for or on behalf of, directly or indirectly, the IRGC."1

"Brigadier-General Hossein Nejat has been the Deputy Commander of Sarallah, an IRGC-linked, Tehran-based dedicated security apparatus of the Iranian state since 21 June 2020. Sarallah is essential to Tehran’s security, as the headquarters is responsible for protecting the capital and governmental institutions against any threats such as coups or anti-government protests. Sarallah troops under the direct command of Nejat are tasked with quelling anti-government protests, including the violent suppressing of peaceful protests in 2022. He is therefore responsible for serious human rights violations in Iran."2

"Hossein NEJAT is an involved person within the meaning of the Iran (Sanctions) (Human Rights) (EU Exit) Regulations 2019 as it is reasonable to suspect that NEJAT through his role as Deputy Commander of the Islamic Revolutionary Guard Corps (IRGC) of Sarallah HQ, is an individual responsible for, engaging in, providing support for, or promoting serious human rights violations or in Iran through the repression of recent protests in Iran, leading to violations of the right of life and violations of the right to freedom of expression and peaceful assembly. Through his role in the IRGC NEJAT is also a member of an organisation that is responsible for the commission of serious human rights violations in Iran."3

NOTE:

Canada has sanctioned Nejat, pursuant to the Special Economic Measures (Iran) Regulations, regarding Iran's "grave breach of international peace and security."5
