Description

"Brigadier General Ahmad Kadem is the head of the Islamic Revolutionary Guards Corps (IRGC) Operational Base (regional headquarters) Karbala, which commands IRGC troops in the provinces of Khusestan, Lorestan and Kohgiluyeh and Boyer-Ahmad. During the 2022 protests, IRGC troops under his command conducted operations against protesters, in particular in the Khusestan and Lorestan regions, including in the towns of Khorramabad (Lorestan) and Izeh (Khusestan). IRGC troops used disproportionate force in these operations, using live ammunition against protesters. As overall commander of the IRGC troops in these regions, Kadem is responsible for violence against protesters conducted by those troops. He is therefore responsible for serious human rights violations in Iran."1 

"Ahmed Khadem Seyedoshohada (Seyedoshohada) is a Brigadier General in the IRGC’s Ground Forces and has been Commander of the IRGC’s Karbala Operational Base since at least 2020. During the protests in 2022, IRGC troops under his command allegedly used live ammunition against protesters in the towns of Khorramabad, Lorestan province and Izeh, Khuzestan province."2 

"Ahmad KADEM (“KADEM”) is an involved person within the meaning of the Iran (Sanctions) (Human Rights) (EU Exit) Regulations 2019 as through his role as Islamic Revolutionary Guard Corps (IRGC) Commander of the Operational Base Karbala (Regional Headquarters), responsible for the provinces of Khuzestan, Lorestan and Kohgiluyeh and Boyer-Ahmad, Iran, he is or has been responsible for, engaging in, providing support for, or promoting serious human rights violations including violations of the right of life and violations of the right to freedom of expression and peaceful assembly, violations of the right not to be subjected to torture or cruel, inhuman or degrading treatment or punishment in Iran and violations of the right to liberty and security, including refraining from the arbitrary arrest and detention of persons in Iran. Through his role in the IRGC, KADEM is also a member of an organisation that is responsible for the commission of serious human rights violations in Iran."3
