"Mohammad Nazar Azimi (Azimi) serves as the commander of the IRGC’s Najaf Ashraf West Headquarters, the IRGC command responsible for the western Iranian provinces of Kermanshah, Hamadan, and Ilam. IRGC forces under the command of Azimi... [has] committed some of the worst acts of violence by Iranian security forces since the beginning of protests in September 2022. In Javanrud, a small town in Kermanshah province, IRGC troops used live ammunition, including from semi-heavy machine guns, to quell protests, killing and wounding dozens. The IRGC has shelled vehicles attempting to deliver blood bags to those wounded in local hospitals, preventing their delivery."1

"Brigadier General Mohammad Nazar Azimi is the commander of the Islamic Revolutionary Guard Corps (IRGC) headquarters Najaf Al-Ashraf, which commands IRGC troops in the provinces of Kermanshah, Hamedan and Ilam. During the 2022 protests, Kermanshah province has seen violent crackdowns by Iranian security forces, including the IRGC. As commander of the regional IRGC headquarters for the IRGC troops engaged in this region, he is responsible for the IRGC violence against protestors in Kermanshah province. He is therefore responsible for serious human rights violations in Iran."2
