Gary Milhollin

Since 1985, Professor Gary Milhollin has directed the Wisconsin Project on Nuclear Arms Control, which carries out research and public education designed to halt the spread of nuclear and other weapons of mass destruction. The Wisconsin Project operates in Washington, D.C. under the auspices of the University of Wisconsin, where Professor Milhollin was a member of the law faculty from 1976 to 1998.

One of the Wisconsin Project’s goals has been to discover and publicize exports that could help countries develop mass destruction weapons, and to highlight the weaknesses in international agreements or national laws that allow such exports to happen. Through its research reports, articles and work with the press, the Project has influenced the export policies of major industrial nations. The Project publishes Iranwatch.org, a comprehensive web site that tracks Iran’s ability to produce weapons of mass destruction. It also publishes the Risk Report Database, which several U.S. federal agencies and some 35 foreign countries use to control the export of dangerous technologies.

Professor Milhollin has practiced international corporate law in New York and Paris, has served as an Administrative Judge, part time, at the Nuclear Regulatory Commission, has taught courses on nuclear arms proliferation at Princeton University as well as the University of Wisconsin, and has been a consultant on nuclear non-proliferation to the Department of Defense. He testifies frequently before Congress and his research has appeared in publications such as the New Yorker, the New York Times, the Wall Street Journal and the Washington Post. Professor Milhollin is interviewed, cited and quoted widely in the international press.
